Dr Nthato MOTLANA, chairman of the Soweto Committee of Ten, was banned from attending gatherings during September. Dr Motlana was interned under the Internal Security Act from October 1977 to March 1978 and was threatened with 'permanent detention' by Mr Kruger after a speech on 16 June this year.

The ban was imposed immediately before Dr Motlana was due to address a meeting on 8 September at the University of the Witwatersrand, which was specifically forbidden by the ban. Extracts from his speech were however read to the meeting by Prof. J. Dugard, an action which was reported to be under investigation by the police as a possible breach of the banning order.
