There were conflicting reports as FOCUS went to press about the number of SWAPO officials and members still in detention under Proclamation AG 26. On 29 September, the *Cape Times* reported the arrest of two more SWAPO members, bringing the number of SWAPO detainees to 43. The paper stated that since the beginning of September, 31 SWAPO members had been released.

According to a Lutheran World Federation report on 11 October, SWAPO members released from detention without having had any charges brought against them included Pastor NASHUNGU of the Evangelical Lutheran Church in Namibia and Joshua HOEBEB, vice-principal of a Lutheran church (LWF Information 31/79) According to this source at least 45 other SWAPO members were still being held by security police. They are known to include Axel JOHANNES, SWAPO national organiser; Rev. S. TJIRIMUYRE, Acting National Secretary; Frans KAPANGULA, Skinny HILUNDWA and Hewat BEUKES.

Those released include Lucia HAMUTENYA, SWAPO secretary for legal affairs, Arthur PICKERING, a member of SWAPO's legal committee, and Mokganedi TLHABANELLO, SWAPO publicity and information secretary inside Namibia, whose release was reported in FOCUS 24 p.14..

The chairman of the Windhoek branch of SWAPO, Tommy DROTSKY, was detained at the beginning of October under AG 26. It is believed that at the time of his arrest Mr. Drotsky was preparing to re-open the SWAPO administrative headquarters in Windhoek which had been closed following a raid by the extremist White Resistance Movement (see FOCUS 23, p.2). Mr. Drotsky was previously detained in December 1978, under the Terrorism Act (see FOCUS 20, p.3)

The Rev. SHILONGO, who was detained following his arrest at St. Mary's mission in Ovamboland in August (see FOCUS 24, p.14) was released in September. (CT 29.9.79; WA 17.9.79, RDM 4. 7.79; WO 8.9.79; FOCUS 22, p.14, 24, p.14)
