The South African Government has given "independent" Bantustans powers to ban and banish people under the Black States Constitution Act of 1979.
The bantustan governments have also been given the power to remove "any tribe, portion of a tribe, Black community or Blacks from any place within the area of a legislative assembly to any other place in that area". (Voice 5.8.79)
