After a delay of some months, identity cards are being issued to all residents of Namibia over 16 years of age. Distribution is expected to take about four to five weeks. The ID cards are to be used for the "ethnic" elections scheduled to take place in Namibia later this year, in defiance of the United Nations. The Administrator General said that it would not be necessary to register for elections any more, since all the information and data required was on the cards. All voters would have to show an ID document before being allowed to vote. It is clearly a move to bypass any new registration of voters in possible UN-supervised elections, and facilitates South African control over the Namibian population.
