Twenty persons, including many SWAPO leaders and members, are known to be still under restriction orders which circumscribe their movements and prevent them from taking part in political activities. The majority of the banned persons released in 1980 after spells in detention have had restriction orders served on them on their release. Others, notably Nathanael Maxuiliili, have been banned for much longer, while others have had their restrictions lifted temporarily to allow them to study abroad. Below is a list of those known to be under restriction orders, taken from the August 1983 issue of Information, the newsLETTER of the Namibian Council of Churches.
Philip TJERIJE: Editor of church publication. SWAPO deputy Publicity and Information secretary. Detained in 1979 for 6 months (AG 26), in 1980 for one month (AG 9). Released in 1980, since restricted to Windhoek area.
Dr. Thommy IHUHUA: Medical practitioner; former superintendent of the Onandjokwe Hospital of ELOC. Detained in 1979 for 10 months (AG 26). Restricted to Katutura.
Charles TIJENDA: Bank teller. SWAPO member. Detained in 1979 (AG 26). Released in 1980 and restricted to the Windhoek area.
Marco HAUSIKU: Teacher. SWAPO branch vice-chairman. Detained in 1979 (AG 26). Released 1980, restricted to Katutura - needs special permission to visit Windhoek.
August GAEB: Unemployed. Detained in 1979. Restricted to Windhoek since release in 1980. Unable to find employment for political reasons.
George MAKGONE: Filing clerk with Council of Churches in Namibia. SWAPO member. Detained 1979 (AG 26), released and redetained (AG 9) and restricted to Windhoek since 1980.
Immanuel MUATARA: Unemployed. SWAPO official. Detained 1979 (AG 26); released 1980, placed under restriction in Windhoek area.
Jason ANGULA: Insurance clerk. SWAPO Secretary for Labour. Arrested January 1979, released; re-arrested April 1979, released 1981, restricted to Windhoek area.
Hans BOOIS: Employee of Bureau of Literacy and Literature. SWAPO member. Detained 1979 (AG 26). Released 1980, restricted to Khorixas.
Esegiel UITAB: Employee of the Damara Representative Authority. Editor of SWANU News. Detained 1979 (AG 26), released 1980, restricted to Khorixas.
Rehabeam KAMEHOZU: Clerk in Grootfontein. Detained 1979 (AG 26). Released in 1979, redetained 1980 (AG 9). Released 1980, restricted to Grootfontein.
Petrus SHAANIKA: Teacher. Detained 1980 (AG 9). Released same year, restricted to Tsumeb. Transferred to Otjiwarongo, restrictions in force.
Festus KADHIKWA: Labourer. SWAPO member. Detained 1979 (AG 26). Released 1980, restricted to Luderitz.
Aaron IIPINGE: Labourer. SWAPO member. Detained 1979 (AG 26). Released 1980, restricted to Oranjemund.
John SHAETONHODI: Education Officer, Oranjemund. Detained 1979 (AG 26). Released 1980, restricted to Oranjemund.
Rikumbi KANDANGA: Deputy national secretary of SWAPO Women's Council. Detained 1979 (AG 26). Released 1981, restricted to Walvis Bay area.
Nathaniel MAXUILILI: Acting SWAPO President. Detained 1968 in Pretoria. Two five-year banning orders. Re-banned in 1982 for three years. Under review of all banning orders in South Africa, re-banned for three years in 1983. Restricted to Walvis Bay area.
Arthur PICKERING, Axel JOHANNES and Filemon ILTULA: Detained 1979 (AG 26). Restricted to Windhoek area on release in 1980. Restrictions lifted for study leave to Britain; would be reinforced if they returned.
