Using powers contained in the Transkei bantustan's Public Security Act of 1977, Transkei authorities issued bans on the UDF and two of its affiliates, the Congress of South African Students (COSAS) and the Azanian Student Organisation (AZASO) in October. No reasons for the bans were given. All three bodies are not constituted in the bantustan and have no formal presence there. COSAS believed itself to be already banned in the area. In a joint statement the leaders of the three organisations said that the fact that a second ban had been imposed on COSAS showed that banning was meaningless, since students had still continued to organise themselves.
