Although a start was made during 1990 in preparing the ground for negotiations, the most decisive issues relating to the removal of the apartheid system remain to be faced during the coming year if the changes are to be profound and irreversible. They include questions of state violence and control of the police and army; the constituent assembly and an interim government; and effective measures to start redressing the legacy of apartheid in terms of education, housing and access to land.
How these issues are handled will influence whether or not the present system is replaced by one which gives to the majority of South Africans the power to effectively bring about a social transformation of the country.
